At the foot of Baihua Mountain in Qingshui Town, Mentougou, Jingxi, Beijing, there is a small village called Huang 'antuo. In the 1950s, when China's agricultural economy was developing steadily, the planning working group of the Beijing City Agriculture and Forestry Bureau at that time formulated a 13-year "Huang' antuo Village Agriculture, Forestry and Animal Husbandry Production Cooperative Development Plan." At that time, after Chairman Mao Zedong learned of this incident, he fully affirmed the village's "13-year plan" and issued instructions for this, making Huang 'antuo Village famous.

On October 29, 2015, the reporters and their party went to Mentougou to participate in an activity of the party group with the theme of "Keep History in Mind and Be Bravely on the Mission". The event venue happened to choose Huang 'antuo Village in Qingshui Town. In the reporter's opinion, this activity is very meaningful. It can not only explore an important page in the history of rural development in my country at that time, but also see the new look of the development of Huang 'antuo Village today. It can also be regarded as a red journey to western Beijing.

Mentougou District is no stranger to Beijingers. It is an old area with a long history, culture and fine revolutionary traditions. As early as 10,000 years ago, the "Donghulin People" of the early Neolithic Era thrived here. In the twenty-ninth year of King Zhao of Yan (283 BC), five prefectures were established: Shanggu, Yuyang, Youbeiping, Liaoxi and Liaodong. Today, the district is divided into Shanggu and Yuyang prefectures. Since then, the administrative system of the district has changed repeatedly, until it was named Mentougou District in May 1958.

One of the most remarkable natural features of Mentougou District is its many mountains. The total area of the district is 1455 square kilometers, with mountainous areas accounting for 98.5%. Among the many peaks, there are Lingshan, the highest peak in the city, the beautiful Baihua Mountain, and Miaofeng Mountain, which is rich in roses. The heights of Lingshan and Baihua Mountain are 2303 meters and 1991 meters respectively, both exceeding the famous Mount Tai, Huangshan and Lushan in the country.

Huang 'antuo Village in Qingshui Town is located at the foot of Baihua Mountain. As Qingshui Town in Mentougou, it is located at the turning point of the transition zone from the North China Plain to the Mongolian Plateau. Baihua Mountain, the west pillar of the capital, and Dongling Mountain, which runs across the northwest, join hands with the various peaks and mountains, becoming the natural green barrier in the western part of Beijing, the capital. It is named after the establishment of Qingshui Village by the governance office.

Qingshui Town also has a long history. Historical data records: Human beings were active in the town area 100,000 years ago. About 30,000 years ago, the climate here was warm and humid, with high vegetation and lush vegetation, dense birds and animals, and Tangquan Creek ponds everywhere. Shanzhen, wild fruits, fish, mulberry and hemp provided a rich source of living materials for our ancestors. Stone halls, caves, and tree nests prepared a place for them to live. 10,000 years ago, the ancient tribes here participated in the Yanhuang War that took place around Lingshan to kill Chiyou. Ancient towns such as Qijiazhuang and Yanjiatai fell into the jurisdiction of Huangdi City, the early capital of the Yellow Emperor at that time. To this day, village names, place names, folk customs, and surnames are all closely related to this war and Huangdi City.

In short, from ancient times to the present, Qingshui Town has undergone earth-shaking changes in the long history. Today, not only are the township economy, agriculture and forestry, breeding, township enterprises, culture and health developed in an all-round way, but the rich tourism resources formed by many scenic spots and historic sites endowed by nature are increasingly attracting Beijing, Hebei and even all over the country. Tourists come in droves.

On October 29, 2015, the autumn was crisp and sunny. The reporters and his party drove from Beijing. Shunlianshi Road continued westward. In less than half an hour, they arrived at Shimenying Roundabout in Mentougou. There, as a good friend of the day's event guide, Mr. Li Ruicheng, the founder of the Beijing-style "Chengyiguo" brand, led the reporters and his party along the winding mountain road to Huang 'antuo Village, Qingshui Town.

After nearly two hours of driving, I finally arrived at Huang 'antuo Village in Qingshui Town. When the car arrived at the entrance of the village, the first thing that caught people's eyes was a white marble archway composed of four stone pillars similar to Chinese tables. The words "Guotai" are written on the left side,"Huang 'antuo" in the middle, and "Min' an" on the right. The six big red characters are extremely eye-catching.

The car drove into Huang 'antuo and saw rows of staggered red-roofed houses distributed in it. On both sides of the road were lush trees and colorful wildflowers complementing each other. The street lights in the village were all solar energy. The reporters and his party first came to Baihua Wild Food Villa for a rest. This is a leisure villa that integrates sightseeing, picking, catering and accommodation for tourism and vacation in the village.

After a short rest, I heard that Ren Zhengguo, the former old secretary of Huang Antuo Village, was very happy after learning about the activities of our trip and was already waiting for us to go to the inscription square approved by Chairman Mao in the village. Everyone quickly walked down from the villa, met with the old secretary and headed for the square. On the way, Secretary Ren told us the general situation of Huang 'antuo Village.

The geographical location of Huang 'antuo is located under the main peak of Baihua Mountain in the southwest of Qingshui Town, 2.3 kilometers away from the main peak. Because the village is located in the Zhongshan area and the village is located on a flat loess mound, it is named Huang' antuo. The altitude here is 1045 meters, the temperature is low, and the frost-free period is short. However, due to various terrain and hydrological reasons, the annual precipitation is high. Therefore, there is a saying that "Zhaitang sifted gongs (referring to praying for rain) and died of Huang 'an Tuo." The soil here is carbonate cinnamon soil, and the vegetation is mainly composed of oak liaotungensis, poplar, white birch, and Koelantree. On Baihua Mountain in the southeast of the village, there was originally Ruiyun Temple, which was built in the Han Dynasty and rebuilt 38 times in successive dynasties; under the Nanshan Rock of Laoye Temple, there was originally the "Spirit Pagoda of the First Generation of Yanhong Monk" built during the Qianlong period of the Qing Dynasty. The village has not been recorded in historical records in the late Qing Dynasty. Huang 'antuo Village first appeared on the map of Wanping County during the Republic of China.

During the Anti-Japanese War, this was the Pingxi Anti-Japanese Base, and there were 17 revolutionary martyrs in the village. Ren Chenglong and Bai Juping were named Model Agricultural Workers of Beijing City many times from 1954 to 1956; Chen Zhongguan was named Model Agricultural Worker of Beijing City in 1954; Wang Tianyuan was named Model Agricultural Worker of Beijing City in 1962; From September 15 to 27, 1956, the Communist Party of China successfully held its Eighth National Congress in Beijing. Ren Chenglong, secretary of the Party branch and president of the Huang 'antuo Agriculture, Forestry and Animal Husbandry Production Cooperative, was elected as an official representative to attend the meeting. He was cordially received by Chairman Mao and Premier Zhou and other party and state leaders.

While talking, he arrived at the foot of the Memorial Square and slowly walked up the stone steps. The reporter counted in his mind, there were a full 100 steps from below to the square. In the center position behind the square house is a red and white statue. The upper part is a sitting bust of Chairman Mao Zedong, and the lower part is a brown-red monument of instructions and inscriptions. On the front of the monument is Chairman Mao's handwritten instructions and inscriptions. On the back is the inscription of Chairman Mao's instructions.

In the square, Ren Zhengguo, secretary of the Party branch of Huang 'antuo Village, talked about the process of Chairman Mao's inscription. In 1955, the Planning Working Group of the Beijing City Agriculture and Forestry Bureau, titled "The Long-term Plan of Huang 'antuo Agriculture, Forestry and Animal Husbandry Production Cooperative", submitted a contribution to the book "Socialist Climbing in Rural China" personally presided over and edited by Chairman Mao and was selected.

When it was written in the book, Chairman Mao wrote a note to this article: "This is a 13-year long-term plan that can be used as a reference for various places. The use of this kind of planning is to have a long-term goal so that people's vision is not limited to a step taken in front of them. This kind of plan is only a general direction, and it needs to be concretized by every five-year plan and every annual plan. Due to the implementation of several annual plans, the long-term plan will have to be revised again and again."

The "Huang 'antuo" mentioned in the book "Socialist Climbing in Rural China" is Huang' antuo Village, Qingshui Town, Mentougou District. At that time, Huang 'antuo was the earliest anti-Japanese base in Pingxi. After the founding of New China, a cooperative was established and long-term plans were formulated, which was affirmed by Chairman Mao. After Chairman Mao's instructions, agricultural cooperation in Qingshui Town set off one climax after another.

Secretary Ren said: The people of Huang 'antuo have never forgotten the honor brought to them by Chairman Mao Zedong's "Notes". So far, the villagers in this village are very simple. Most of the villagers work hard and are not affected by some external interference and influence.

Returning to the completion of Chairman Mao's Memorial Square, the old secretary said: Time flies by, and the years flow like a flow. For half a century, this important instruction from Chairman Mao has inspired generations of Huang 'antuo people to work hard and work hard. Our remote mountain village has also undergone tremendous changes today. Looking back on the past, in order to remember great people and inspire future generations, Huang 'antuo Village established a memorial square including a statue of Chairman Mao and a monument in 2005, on the occasion of the 50th anniversary of this order.

Although the reporter and his party visited Huang Antuo Village for a short time, by understanding the beginning and end of Chairman Mao's instructions on Huang Antuo Village, we deeply felt that this activity with the theme of "Keeping History in Mind and Braving the Mission" was worthwhile. Although decades have passed, from one perspective, Chairman Mao's instructions on "formulating long-term plans" still have certain guiding significance and reference role in our various work even today.
