In recent years, the Ministry of Culture and Tourism has vigorously promoted the improvement, expansion and upgrading of national tourist resorts. So far, the Ministry of Culture and Tourism has identified a total of 45 national resorts. The construction and development of national-level tourist resorts are of great significance for optimizing the structure of tourism products, guiding the development of national holiday and leisure tourism, and promoting the transformation and upgrading of the tourism industry. So, how to register national tourist resorts? How to comment? How? The Green Uyghur Brigade conducted a detailed interpretation.
To conscientiously implement the "Opinions of the State Council on Accelerating the Development of Tourism"(Guo Fa [2009] No. 41), Several Opinions of the State Council on Promoting the Reform and Development of Tourism Industry (Guo Fa [2014] No. 31) and the "National Tourism and Leisure Outline (2013-2020)" put forward the relevant requirements of "actively developing leisure and vacation tourism and orderly promoting the development of national tourist resorts", according to the 2015 National Tourism Work Conference deployment, the National Tourism Administration decided to carry out national-level tourist resort assessment work in accordance with the national standards of "Classification of Tourist Resort Levels" to guide and standardize the development of tourist resorts.
In December 2019, the Ministry of Culture and Tourism issued a notice on issuing the "Measures for the Management of National Tourist Resorts" to further standardize the identification and management of national tourist resorts and promote the high-quality development of tourist resorts.

Assessment department: The identification and management of provincial tourist resorts are the responsibility of the provincial cultural and tourism administrative department. The specific work of identifying and managing national tourist resorts is undertaken by the Resource Development Department of the Ministry of Culture and Tourism.
Evaluation basis: National Standard for Classification of Tourist Resorts (GB/T 26358-2010), May 2015 "Detailed Rules for Classification of Tourist Resorts" and "Management Measures for National Tourist Resorts".

Comply with the national standard "Classification of Tourist Resorts"(GB/T26358) and relevant detailed rules; in line with the requirements of socialist core values; resort facilities are relatively concentrated and operating in good condition; tourism public information service system is sound; tourists have a high overall satisfaction; it has high popularity and brand influence across the country; Land use complies with relevant provisions of laws and regulations; main business entities have no record of serious violations of laws and regulations in the past three years; no major tourism safety liability accidents have occurred in the past three years; It has been recognized as a provincial tourist resort for more than 1 year.To apply for a national tourist resort, the following materials shall be submitted to the Ministry of Culture and Tourism through the provincial cultural and tourism administrative department:

Recommendation documents from provincial cultural and tourism administrative departments;"Statistical Table of Preliminary Examination of Tourist Resorts" filled in by provincial cultural and tourism administrative departments; application report for the identification of national tourist resorts, including basic information of tourist resorts (including name, management organization, spatial scope, area, overview map, etc.), distribution and operating status of resort facilities, tourism public information service system, comprehensive tourist satisfaction, popularity and brand influence, etc.; overall plan of tourist resort, self-evaluation report and related explanatory materials (Including text, pictures, videos and application PPT); Among them, the video duration is 3 to 5 minutes, and the application PPT does not exceed 50 pages. It mainly covers the resort environment and quality, vacation resources and products, accommodation facilities and catering, vacation services and management., market structure and impact, operating status and efficiency; relevant materials from natural resources departments at or above the county level on land use complying with relevant provisions of laws and regulations; The letter of commitment from the tourist resort management agency that the main business entities have no serious violations of laws and regulations and no major tourism safety liability accidents in the past three years.02. Evaluation standards for national tourist resorts
National-level tourist resorts must first meet the "Mandatory Indicators for Tourist Resort Classification", and then use the "Tourist Resort Classification Scoring Table" to score. The "Classification of Tourist Resorts (GB/T26358-2010)" is divided into 9 mandatory indicators and 6 general conditions.
"Rule 1"-Detailed Rules for the preliminary review and scoring of tourist resorts: It is used for the basic evaluation of tourist resorts, and includes mandatory indicators, comprehensive evaluation of resources, environment and vacation products.
"Rule 2"-Detailed Rules for Comprehensive Scoring of Tourist Resort Levels: Used for on-site inspection of tourist resorts, and conduct comprehensive evaluation of tourist resorts 'location and regional foundation, environment and resort resources, functions and resort products, supporting facilities and services, market structure and image, management and service quality.
03. Evaluation process of national tourist resorts
Creating a national tourist resort requires eight steps: self-inspection, application, recommendation, data review, basic evaluation, on-site inspection, publicity and awarding. In principle, national tourist resorts are selected from provincial tourist resorts, and each province has its own review regulations.
--Self-test
Self-inspection is conducted according to the national standard for the Classification of Tourist Resorts (GB/T 26358-2010) and relevant detailed rules.
--Declaration
After the self-inspection meets the standards, the resort submits the application report, the "Tourist Resort Level Application Evaluation Report" and creation materials step by step.
--Recommended
For tourist resorts that pass the preliminary evaluation, the provincial tourist resort level management agency shall submit recommendation opinions to the "Resource Development Department of the Ministry of Culture and Tourism".
--Data review
The "Resource Development Department of the Ministry of Culture and Tourism" is responsible for the review, which includes the name, scope, management organization, rules and regulations, development plan, and relevant information of the resort.
--Basic evaluation
The Ministry of Culture and Tourism organizes an expert review team to conduct basic evaluations of tourist resorts that have passed the material review in accordance with the basic evaluation scoring rules for tourist resort levels.
--On-site inspection
Organize experts or third-party organizations to conduct on-site inspections of tourist resorts that have passed the basic evaluation in the form of unannounced visits in accordance with the comprehensive scoring rules for tourist resort levels.
--Announcement
Review the tourist resorts that have passed the on-site inspection, arrange the defense link as needed, determine the publicity list, and publicize the determined publicity list on the government portal website of the Ministry of Culture and Tourism for 5 working days.
--Award
If there is no objection to the publicity or the objection is not established, a recognition announcement will be issued and certificates and signs will be issued.

Supervision and management of national tourist resorts
--If a national-level tourist resort is criticized in a notice, it shall make rectification in a timely and serious manner, and the rectification period shall not exceed one year in principle. After the rectification period expires, it will be submitted to the Ministry of Culture and Tourism for inspection and acceptance by the provincial cultural and tourism administrative department. Those who pass the inspection and acceptance will be issued a rectification notice; those who fail to pass the inspection and acceptance will be cancelled by the Ministry of Culture and Tourism.
--If a national-level tourist resort is subject to cancellation, it shall not be allowed to apply for a national-level tourist resort within 3 years from the date of cancellation.
--The Ministry of Culture and Tourism will grant cancellation treatment to a national tourist resort in one of the following circumstances:
After inspection or review, there is a large gap with the requirements of the national standard "Classification of Tourist Resorts"(GB/T26358) and relevant detailed rules; there are serious violations of socialist core values; resources and environment have been seriously damaged; major tourism safety accidents occur; major violations of laws and regulations occur; fraud during the application process; other circumstances identified by the Ministry of Culture and Tourism.--If any of the following circumstances occurs in a national tourist resort, the Ministry of Culture and Tourism will issue a notice of criticism and require rectification within a time limit:
After inspection or review, some of them failed to meet the national standard "Classification of Tourist Resort Levels"(GB/T26358) and relevant rules; the tourism public information service system is imperfect; there are many complaints from tourists or the tourism market is in chaos and is not handled in a timely and effective manner; serious adverse social impacts due to improper management; A major tourism safety liability accident occurs; a change of name, management agency or adjustment of spatial boundaries is not filed in time; other circumstances identified by the Ministry of Culture and Tourism.--Support policies
The Ministry of Culture and Tourism supports national tourist resorts in strengthening tourism infrastructure construction, tourism public services, brand building and image promotion through various channels and methods.
Encourage local cultural and tourism administrative departments at all levels to coordinate with relevant departments to provide support and services to national tourist resorts in terms of land use, financial support, talent introduction, publicity and promotion, etc., and create a good environment for the construction and development of tourist resorts.
05. Summary
Compared with 2012, the assessment standards in 2015 are more scientific and systematic, mainly reflected in the following aspects:

(1) Resort hotels and tourism safety accidents with no environmental pollution, international brands and standards were proposed for the first time
(2) The vacation market is segmented, the reception scale is more scientific, and the proportion of real estate is reduced
--Assessment of changes in projects
(1) Holiday products and facilities are new and listed as major items
(2) More comprehensive and detailed requirements for reception facilities

Fourth, modernization of management-smart tourism resorts, tourism safety system construction, and quality service system.
