Cultural digitalization has become a national strategy. Cultural digitalization is not a new formulation. As early as the Outline of the National Cultural Reform and Development Plan for the Twelfth Five-Year Plan, it has been proposed to promote cultural digitalization development projects. It has been more than ten years since then. Currently, a unified deployment with far-sighted vision and various ministries and commissions have been formed. With active participation and active promotion by local provinces, cultural digitalization has risen from a construction project to a major national strategy.

Cultural digitalization is an important starting point for a cultural power. The digital economy is developing at an unprecedented speed, radiating a wide range, and influencing a deeper level. It is promoting profound changes in production methods, lifestyles and governance methods. Cultural digitalization is an important measure to innovate my country's cultural governance model and an important starting point for building a cultural power.

my country's cultural digitalization has huge potential for development. In 2021, the added value of my country's cultural industry will only account for about 4% of GDP, which is far lower than the United States (about 30%), South Korea (about 15%), Japan (about 20%), and the European average (10%-15%).), does not match my country's status as a major country. By 2035, a national cultural big data system with physical distribution, logical association, rapid linking, efficient search, comprehensive sharing, and key integration will be built. Cultural digital productivity will develop rapidly, Chinese culture will be presented in a panoramic manner, and the digital achievements of Chinese culture will be shared by all people and excellent innovation. Architecture of cultural big data

Gao Kai first started with concepts and focused on interpreting what cultural resource data is and what cultural digital content is. Gao Kai said that these two terms are important terms on the supply side of cultural digitalization. Then it sorted out the construction process of cultural digitalization from resources, to production, to consumption and communication.

It is worth mentioning that my country's standard system construction for cultural digitalization has also been at the forefront of the world. In 2015, the International Standard Associated Identifier (ISLI), an international standard developed based on my country's national standards, was officially announced.

In 2021, the National Cultural Big Data Industry Committee of the China Public Relations Association compiled and released the "National Cultural Big Data Standard System". So far, more than 10 relevant standards have been released one after another, and the compilation of other standards is also being carried out in an orderly manner. This will standardize the terminology of the cultural big data industry, standardize the development order of cultural copyright resources, and protect the healthy development of the construction of the cultural big data system.

Development opportunities for cultural digitalization

The "Opinions on Promoting the Implementation of the National Cultural Digitalization Strategy" put forward eight key tasks: including forming a Chinese cultural database, forming a national cultural private network, building a cultural data service platform, exploring effective ways to digital transformation and upgrading, and developing new scenarios for digital cultural consumption., coordinate and promote the construction of the national cultural big data system, the national smart library system and the public cultural cloud, accelerate the digital layout of the cultural industry, and build a cultural digital governance system.
