Kunming Heilongtan Park is located at the foot of Wulao Peak on Longquan Mountain in the northern suburbs of Kunming,(also known as Longquan Foot, Taiji Mountain, and Wulao Mountain). It covers an area of 91.4 hectares and is about 17 kilometers away from the urban area. Here, ancient trees reach the sky, deep springs and valleys, lush bamboo forests, deep pools and blue waters, and deep scenery.

Black Dragon Pool Scenic Area mainly includes more than ten scenic spots, including Longquan Xiaguan, Shangguan, Plum Garden, Shuijing Garden, Guihua Garden, Boutique Garden, Rhododendron Valley, Red Maple Forest and Martyrs Cemetery. During the Jiaqing period of the Qing Dynasty, the couplet titled Shuoqing: "Two plum trees and a pool of water, and the smoke and mountains at four o'clock" points out the main landscape characteristics of the Black Dragon Pool Scenic Spot.

The Revolutionary Martyrs Cemetery is located between the pine forest rocks and ravines in the east of Heilongtan Park. This is a group of revolutionary martyrs tombs. The cemetery covers an area of 660 square meters. The cemetery houses the loyal bones of outstanding Yunnan Communist Party members and revolutionary martyrs Wang Desan, Wu Cheng, Ma Dengyun, Wang Fusheng and Zhang Fang, as well as the remains of Liu Pingkai.

It is a key cultural relics protection unit in Yunnan Province. The cemetery is built from north to south and has a rest pavilion. Stone railings were installed on both sides of the cemetery, and pine and cypresses were planted around it.

At the beginning of the last century, in order to find the truth of saving the country and the people, Wang Fusheng and Wang Desan left their hometown of Xiangyun County, Yunnan Province, and went to Beijing, the political center of China, to study. His brother Wang Fusheng participated in the May 4th Patriotic Democratic Movement that shocked China and abroad in Beijing. He and 19 people including Deng Zhongxia and Luo Zhanglong initiated the establishment of the Peking University Marxist Theory Research Society, becoming an early advanced member of China who accepted Marxism.

After Chiang Kai-shek launched the "April 12" Counter-Revolutionary Incident, Yunnan faced "white terror." Wang Fusheng was arrested and imprisoned by the Kuomintang authorities in Yunnan Province and was almost killed. However, he always strictly guarded the party's secrets and would rather die than surrender. On August 15 of the same year, he was brutally killed. Wang Desan, who remained in the province, continued to lead the work of the Party and the revolutionary struggle in Yunnan until November 1930 when he was betrayed by traitors and arrested.

On December 31, 1930, Wang Desan and three comrades, Li Guozhu, Wu Cheng, and Zhang Jingchen, generously died and died heroically in Kunming.

In 1985 and 1992, in accordance with the instructions of the Yunnan Provincial Committee of the Communist Party of China and the Kunming Municipal Party Committee, relevant departments of the provincial government and the Kunming Regional Revolutionary Memorial Facilities Working Group successively renovated and expanded the Heilongtan Martyrs Cemetery. In 1965, the provincial government announced the Heilongtan Martyrs Cemetery as a provincial key cultural relic protection unit; in August 2009, it was announced as a patriotic education base in Yunnan Province.
